I have never evaluated Smart's Ph.D., because I don't know where it came from. 2. If the school is in my "Degree Mills" section, then I regard it, whichever one it may be, as an illegal degree mill. 3. The only mistake I know of in that I made in the degree mill section was when I inappropriately listed "Andrew Jackson University" of Louisiana as a mill, having confused them with another "Andrew Jackson University" in another location. (Note: this was about 15 years ago; the current "Andrew Jackson University" in Mississippi is properly accredited.) 4. Smart did once ask, several years ago, if I was available for expert witness work, and I said yes, but nothing specific ever came of it.
