With the possible exception of Touro International University (has anyone checked on their Middle States status lately, for their on-line doctorate?), there are no US schools with recognized accreditation with 100% nonresident doctorates. The ones with short residencies will probably end up costing $20-30K or more. Research doctorates (Australian, British, South African) will cost a lot less, and some can be non-residential. U of South Africa is still under $1,500 a year, I believe.
